How to run DDU-GKY program successfully

The main objective of Deen Dayal Upadhyaya Grameen Kaushalya Yojana is to develop the livelihood for rural BPL families and to eradicate the poverty from rural poor society. In 9 naxalite areas like Jharkhand etc, this scheme is known as DDU GKY - Roshni and in Jammu & Kashmir, this scheme is named as DDU GKY - Himayat. This is one of the most comprehensive and transparent program run by MoRD, Govt of India in association with State Governments. This project is funded by central and state govt. in 60:40 ratios respectively and run on PPP model in association with companies, big corporates, NGOs and societies which are termed as PIA (project implementing agencies).

After release of Sanction letter and MoU, most of the PIAs find it difficult to meet the timelines and set up the process as per SOP guidelines. This happens mostly because of the untrained team and  indecisive minds of senior management. In this program, functionality of the training centres varies according to the different demographics of different regions. Guidelines can be same but strategies can't be same. Such factors must be understood before start of the scheme. 

To run the DDU GKY centres successfully, following factors must be taken care on highest priority:

(1) Search of SDC (Skill Training Centre) should be started just after release of Sanction Order. The gap of training centre launch and training commencement should be averted.
(2) Schedule special training and orientation programs on SOP guidelines for all hired staff at centres and HO both.
(3) Senior managers should understand the region peculiarities before start of Mobilisation and social connect activities should be planned strategically according to the demographics of the regions. Same mobilisation plan can't work at all the locations.
(4) Program process should be set up with a serious note because this project is Govt's most ambitious project and there are so many documentation formalities online as well as offline.
(5) Non-Compliance must be minimum and should be mitigated on priority and quality control team must have a check on every process of centre. Liaising with district team and SRLM must be strong.
(6) Training delivery content must be activity based, interesting and should be easily grasped by the candidates.
(7) Always keep motivating the candidates for placements with special guest lectures, seminars, activities, videos and practical examples. This will also stop absenteeism and increase retention. 
(8) Senior management should release the payment of vendor's and centre team on time. That will create a good word of mouth locally because they all are also a part of that particular region.
(9) Placement is not a piece of cake but with focused tracking & follow ups, it can be achieved as required which is 70%.
